The Liquidity and Sustainability Facility (LSF)

The Liquidity and Sustainability Facility (LSF) is a specialized financial institution based in Dublin, Ireland, established by the United Nations Economic Commission for Africa (ECA) and Afreximbank. We provide repo facilities for African Eurobonds, aiming to reduce borrowing costs and improve market access for African governments. Our core mission is twofold: firstly, to bolster the liquidity of African sovereign Eurobonds, aligning with international market standards, and secondly, to incentivize green and Sustainable Development Goal (SDG)-related investments across the African continent.

By facilitating access to affordable financing for green and SDG-linked bonds, the LSF contributes to a more sustainable and resilient economic recovery for African nations. We operate through a three-pillar strategy: large repo deals for investors, a curated General Collateral Basket, and an iBoxx LSF USD African Sovereigns index. The LSF is committed to transparency, accountability, and collaboration with key stakeholders, including institutional investors, market infrastructure agents, and legal firms, to achieve our strategic objectives.
